According to state police, a trooper observed Sullivan County resident 27--year-old Arhan Celic of Fallsburg preparing the heroin in his blue Hyundai Sonata in a Wallkill parking lot at approximately 5:48 p.m. on Friday, Oct. 30. A search of his vehicle yielded Alprazolam pills, multiple bags of heroin and digital scales. 

Celic was charged with the felony of third-degree criminal possession of a controlled substance, and the misdemeanors of seventh-degree criminal possession of a controlled substance and third-degree criminal use of drug paraphernalia.
